EXPERIENCE AND BACKGROUND Larry served as Assistant Commissioner for the New York State Department of Transportation, Office of Budget and Finance. He led the financial and information technology organizations of a Department with an annual budget of $7 billion and a staff level of over 10,000. Major functions include accounting, fiscal administration, budget and finance, and information technology. Larry contributed to the delivery of the Department of Transportation’s $28.5 billion 1995-2005 Highway and Bridge Capital Program, presented at the annual capital program budget hearing to the Legislative Transportation Committees and Division of the Budget, and interacted successfully with private and public stakeholders on a multitude of issues. Larry has reengineered various business processes which streamlined government operations; reinvented information technology by establishing a business-based approach with an information technology council of senior agency directors; led the coordination of a centralized technology budget; and modernized the inter-modal project development process. Larry was chosen by the NYS Forum for Information Resource Management for their Best Practice Award for 1999-2000. Larry has a concentrated understanding of accounting and tax issues pertaining to the construction industry, not for profit entities, and professional organizations. Marrello, Esq. reside in Guilderland with their twin sons, Carter and Brooks. Larry is a Christian Brothers Academy Hall of Fame Inductee, Member/Treasurer of Pine Bush Little League Board, Former Member of the Guilderland YMCA Board of Managers, and Head Coach for Youth Baseball, Basketball and Soccer. Larry received an honorable discharge from the United States Army National Guard. |
